New CFATS Regulation for Chemical Facilities

Security of chemical facilities is once again at the forefront of the nation’s efforts to protect its critical infrastructure. The newest security regulations for high-risk chemical facilities are no longer advisory in nature, they have the force of law. These regulations, known as Chemical Facility Anti-Terrorism Standards (CFATS), have been issued by the Department of Homeland Security (DHS), which has the authority to regulate high-risk chemical facilities. CFATS took effect in June 2007. Covered chemical facilities are required to take first action in early 2008.

CFATS and Perimeter Security

The core of the CFATS regulations is Section 27.230, which establishes “Risk-Based Performance Standards”, a set of security requirements that covered facilities must satisfy. Physical perimeter security, including “barriers and barricades”, “detection systems”, “surveillance and sensing systems” is prominently featured in the Performance Standards.
